Victoria's History
(1) The involvement of Social Services, Health Services and the
Police with Marie-Therese Kouao ("Kouao") and Carl Manning
("Manning") prior to Victoria's arrival in the UK, which
is relevant to the events which occurred thereafter. In particular:
(i) the extent to which Kouao and Manning were known to Social
Services, Health Services and the Police;
(ii) the needs identified, the services sought and the responses
offered and provided to Kouao and Manning.
(2) Victoria's circumstances when she arrived in the UK. In particular:
(i) the circumstances and place of her arrival;
(ii) her age and the efforts taken to establish it;
(iii) her state of health;
(iv) her educational needs;
(v) her understanding of English language and customs;
(vi) the nature of her relationship with Kouao;
(vii) her immigration status;
(viii) contact and co-operation between (a) the immigration
service and (b) Social Services, Health Services and the Police
following Victoria's arrival;
(ix) Kouao's plans for her in the UK.

(3) The financial support for Victoria during the period between
her arrival in the UK and her death. In particular:
(i) the monies she and Kouao brought with them when they arrived
in the UK;
(ii) the Social Security benefits claimed and received by Kouao
in the period between their arrival in March 1999 and Victoria's
death in February 2000 ("the relevant period");
(iii) the other financial assistance, if any, provided to Kouao,
Manning or Victoria by Social Services and any other agency during
the relevant period;
(iv) Kouao's income during the relevant period;
(v) Manning's income during the relevant period;
(vi) the proportion of the income of Kouao and Manning applied
to Victoria's benefit in the relevant period.
(4) The persons or bodies involved in the care of Victoria in
the relevant period. In particular:
(i) the part played by Kouao in the care of Victoria;
(ii) the part played by Manning in the care of Victoria;
(iii) the part played by childminders in the care of Victoria;
(iv) the role of others who had care of Victoria in the relevant
period;
(v) the opportunity other persons or bodies (eg. neighbours,
churches, housing and education bodies) had to assist Victoria
during the relevant period save as is covered elsewhere in this
list.
(5) Other significant events in Victoria's life in the relevant
period.
