The Role of Social Services

(1) Identification of each Local Authority Social Services Department ('Social Services') which had responsibility for Victoria, Kouao or Manning.

(2) The assistance or services, if any, sought by or in respect of Victoria, Kouao or Manning from Social Services in the relevant period.

(3) The information and the reports, if any, received by Social Services concerning Victoria, Kouao or Manning in the relevant period.

(4) The response of Social Services to each such request for assistance or services, all such information and each such report.

(5) Assistance, if any, requested by Social Services in respect of Victoria, Kouao and Manning during the relevant period.

(6) Case management and monitoring arrangements for the responses of social services.

(7) The evidence, if any, which should have alerted Social Services to the need to take action on Victoria's behalf.

(8) The action, if any, which was taken as a consequence of any such evidence, its timing and its effect.

(9) The further action, if any, which should have been taken and the likely effect of the timely taking of such action.

(10) The inquiries made by each local authority to discover if Victoria was attending school.

(11) The way in which the response of each local authority took account of race and cultural issues.

(12) The training, experience and case loads of staff who came into contact with Victoria and her carers during the relevant period.

(13) The supervision and management of the work of staff with responsibility for Victoria.

(14) The extent to which local Social Services' policy and procedures reflected statutory requirements, national guidance and recognised best practice and the extent to which local practice complied with such policy and procedures.
