The Role of the Police
(1) Identification of each Division/Basic Command Unit of each
constabulary which had responsibility for each of the areas in which
Victoria resided after her arrival in the UK.
(2) The services or assistance sought by or in respect of Victoria,
Kouao or Manning from the Police in the relevant period.
(3) The inquiries made by the Police of the French authorities
and the reports received from the French authorities into Kouao
and Victoria's conduct in France.
(4) The reports, referrals or intelligence information received
by the Police concerning Victoria, Kouao and Manning.
(5) The response of the Police to each such request for assistance
or services and each such report or referral or the provision of
such information.
(6) Case management and monitoring arrangements for those responses.
(7) The evidence, if any, which should have alerted the Police
to the need to take action on Victoria's behalf.
(8) The action, if any, which was taken as a consequence of any
such evidence and its effect.
(9) The further action, if any, which should have been taken by
the Police and the likely effect of the timely taking of such action.
(10) The way in which the Police response took account of race
and cultural issues.
(11) The training, experience and case loads of the officers who
came into contact with Victoria and her carers during the relevant
period.
(12) The supervision and management of the work of child protection
officers with responsibility for Victoria.
(13) The extent to which local Police policy and procedures reflected
statutory requirements, national guidance and recognised best practice
and the extent to which local practice complied with such policy
and procedures.
