A. Discovery and Inclusion

How can we ensure that all children receive the general services (education, health care etc) to which they are entitled?

B. Identification

How can we ensure that children in need are promptly and accurately identified?

C. Determining need

Could the current arrangements for the assessment of children and families in need be improved? If so, how?

D. Service provision of delivery

Is it necessary to make changes to the mechanisms by which the agencies concerned attempt to ensure that children receive the services they need? If so, what changes are necessary?

E. Monitoring Performance

Are changes required to existing means of measuring outcome and monitoring the performance of those responsible for delivering services to children? If so, what changes are required?

In relation to each of the above issues, the following matters may be of particular relevance;

Information exchange between agencies.
Managerial lines of accountability.
Role responsibilities within and between agencies.
